BACKGROUND OF CIVIL AVIATION ORGANIZATION
" IRI.CAO "

In
the year 1922 in general department of army , an office was made under The
name of " Airline Office" and in the year 1923,commence its
activity while had 7 airplanes. Then a number of motivated young children
dispatched to
European
countries for obtaining flying technique and the initial graduated pilot
Returned to country in the year 1925 and commence their activity.
At
that time Ghaleh
Morghl Airport, was only airport of country and till 1930; the process of
Navigation development of country was so slow and in the year 1930; a
German Company in the name of Younkers achieved the license for regulate
air lines Between a number of Iranian cities. This company scheduled
transport of post Parcel by a number of 6 aircraft which purchased by
Ministry of Post and Telegraph Between Tehran, Mashad, Kermanshah, Tabriz,
lsfahan, Shiraz, Boushehr, also between
Tehran and Baghdad.
In
the year 1928, Flying (piloting) club established for training military
and Civil pilots in Iran while had a number of 20 aircrafts and this
process Was delayed due to happening the 2 nd World War.
In
the year 1946, the initial trading aviation company of country under the
Title of "Iranian Aviation Company" by purchase a number of war
aircraft ; Model Dakota engage in activity for transport of goods and
passengers and For control and supervision of State aviation affairs;
special office under the Name of "Aviation Office' was founded in
Ministry of Road.
In
Aug.19.1949 State Aviation Law including 35 articles was approved in that
Time assembly of which article 5 determined duties of general department
of
State Aviation .
For
execution of the said mentioned law and according to approval of Board of
Ministers, separate office under the name of "Gen. Dept. of State
Aviation" was found in that year in Ministry of Road which it was
managed by general chief Who was deputy in-charge of Ministry of Road and
appointed by approval of Board of Ministers for the period of 3 years.
The
said office have dependency from view point of employment and financial
Matters and supervised under supervision of Ministry of road. According to
article 6 of mentioned law; a council under the title of High Council of
Aviation also founded in Ministry of Road which determined for policy of
the said general department.
In
the year 1974 this general department name changed to "CIVIL AVIATION
ORGANIZATION" and being under supervision of Ministry of war in that
time And after victory of Islamic Revolution on Feb.25.1979 by approval of
Board of
Ministers; again came
back to structure of Ministry of Road and Transportation and Continue its
activity under affiliated section of this Ministry.
DUTIES OF CIVIL AVIATION ORGANIZATION
1-
Design, establishment, mobilize, development, maintenance and organize State
Airports
Affairs.
2-
Suitable place finding, installation, set up and maintenance of
telecommunication systems,
relation systems and State Airport and navigation, for providing
network comprehensive
purpose which will be safe from hazard of traffic and navigation
transportation.
3- Preparation and regulate and execution of air regulations and
keeping necessary
coordination with due undertaking for member shipping in
International Civil Aviation Organization (ICAO).
4-
Training Parachute, Kite and Model aircraft.
5- Supervision on Airlines companies activities for preventing from occurrence
of hazard and
dangerous risks between air travel agency owners and maintenance
public safety.
6- Educate and training necessary manpower for leader shipping State
Aviation
Transportation.
7-
Study and scientific , technical research in concerned matters to Civil
Aviation.
8-
Recognition and encourage of industries and potential attitude of Civil
Aviation.
9- Domestic and international air traffic control in Flight
Information Region (FIR).
10-
Control of Military and civil flights in aerodromes .
11-
Design and necessary adjustment in air corridor while marked Restricted , Prohibited
, Danger area.
12-
Delegation.,
cancellation, attached or extension validity of pilots licenses and flight
engineers and reliability airworthiness of commercial Airlines planes.
13-
Registration
military navigation of country and control of airworthiness planes flight.
14-
Preparation
installation, set up and maintenance of flight band lighting systems,
aprons and other flights and land section of State aerodromes for
development of aerodromes area and making necessary facilities for
arriving and departing aircraft during Night and decrease conditions
of visibility in vertical and horizontal view point in all aerodromes.
15-
Making
necessary facilities for enter and exit, transfer passengers from Air
State boundary.
16-
Preparation
of letter of agreement and contracts of navigation with foreign countries
as per Civil Aviation Organization which will be handed to Islamic
Consultative Assembly by Government.
CIVIL
AVIATION HIGH COUNCIL
According
to article 6 of Civil Aviation Law; high council include 7 high rank
Members as follows:
I-
Deputy of Ministry of road and transportation and Chief of CAO.
2-
One informed member of CAO by appointing of Ministry of Road &
Transport.
3-
One informed member of Budget & Planning Org. by appointing of Deputy
of President and Chief of Budget and planning organization.
4-
One informed member of Ministry of Economic Affairs and finance by
appointing of Ministry of Economic Affairs and finance.
5-
One aviation law specialist by appointment of Ministry of Road &
Transportation and in case of necessity Managing Director of Islamic Rep.
Of Iran Airline company (IRANAIR) and
one representative of domestic airline company will be participate in
council session and haven't right of voting.
6-
One informed representative of Ministry of Foreign Affairs by appointing
of Ministry of Foreign
Affairs.
7-
One informed representative of Islamic Rep.of Iran Air force by selection
of Ministry of Defence.
SUMMARY
OF DUTIES IN CIVIL AVIATION HIGH COUNCIL
•
Issuance, cancellation or attached aviation utilization licenses.
•
Determination and approval of passengers and goods transport rate.
•
Civil Aviation Law bill and preparation of International letter of
agreements and contracts with foreign nations.
•
Determination of general policy of Civil Aviation.
STRUCTURE
OF CIVIL AVIATION ORGANIZATION
The
last adopted structure of CAO is related to the year 1985 through which
Chief of CAO known as Deputy of Ministry of Road and Transportation.
Decision
review performed in the year 1990 in structure of this organization caused
for forming new organizational diagram which at present time also execute.
