Duties and Authorities:
- Managing all personnel and employment affairs of the faculty members, instructors, and experts from hiring to retirement based on relevant laws and regulations.
- Enforcing disciplinary regulations and monitoring the attendance of faculty, instructors, and staff, and addressing their infractions.
- Forecasting, procuring, and providing all administrative and educational needs of various departments and maintaining, classifying, and distributing these supplies.
- Preparing and organizing educational contracts between the college and organizations or individuals, ensuring their precise execution in coordination with the educational and student affairs management.
- Compiling and maintaining personnel statistics and information, classifying, and preserving staff personnel files according to relevant guidelines.
- Managing all welfare, healthcare, insurance, and cooperative services for the staff.
- Maintaining buildings, facilities, green spaces, and ensuring the cleanliness of educational areas.
- Collaborating with educational and student units in organizing seminars, ceremonies, and conferences at the center.
- Supervising and planning to meet the procurement needs of the warehouse and various center units based on annual requirement lists and unit requests.
- Participating in relevant committees for tenders, auctions, and other related matters.
- Supervising foreign purchases and ensuring timely provision of currency requirements.
- Overseeing bookkeeping, inventory registration, purchase requests, warehouse receipts, checks, account adjustments, petty cash, and expense documents through auditing and final settlement with the financial department.
- Supervising warehouse operations, inventory, card index, inventory books, stock levels, and ensuring the proper storage of items to prevent spoilage and maintain operational stock levels in each unit.
- Ensuring the safety of goods and warehouses in all respects and preparing appropriate procedures and instructions for quick action when necessary.
- Forecasting safety equipment needs and overseeing their procurement and installation in suitable locations.
- Supervising and overseeing the requests received, planning the distribution and dispatch of requested goods, and preventing excess or shortage.
- Supervising customs clearance of goods and their transport to relevant warehouses.
- Supervising staff, ensuring administrative order, and managing office and archiving matters.
- Preparing timely reports on emergency purchases, single-source procurement, limited tenders, and providing necessary suggestions to address shortages and requirements.
- Safeguarding information related to foreign purchases and preventing its unauthorized dissemination.
- Having sufficient knowledge of the General Accounting Law (public procurement section) and other resolutions and directives of the Cabinet, Central Bank, Ministry of Commerce, Ministry of Resources, Ministry of Economy, and Iran Customs, as well as the financial and procurement regulations approved by the Ministry of Science, Research, and Technology regarding foreign and domestic purchases.
